The Gravitational Damping Hub is a level in Keen 5, the second-to-last level in the Omegamatic. It is protecting the Quantum Explosion Dynamo, and a keycard is required to exit the level.
This level contains a hidden teleporter, which may be used to access the secret Korath III Base. Also of note that this is the only location on the Omegamatic in which Spirogrips are found.

There are 79 jars of Vitalin to be found. There's a single Keg O' Vitalin hidden near the secret exit.
